Statutory Plans / LUDCP

KMDA came into existence in 1970, and its Planning Directorate was set up in 1974. The statutory Planning functions had been delegated to KMDA under the T&C (P&D) Act 1979, since 1982, to undertake the obligatory planning functions as per the Act, a physical planning wing was established in 1983. Besides the planning and implementation of selected schemes, KMDA started the preparation of existing Land Use Maps and Registers (LUMR) as well as Outline Development Plans (ODP). The amendment of the Act in 1994 (provided) for preparation of Land Use Development Control Plans (LUDCP) in place of ODPs.

In course of preparation of LUDCPs, KMDA has also formulated Land Use Prescriptions and framed Development Control Regulations for delineated Development Control Zones.

Regarding Control function, powers have been delegated to the Local Authorities within KMA except for certain special cases, for example, all development proposals within 500 mtr on either side of Highways / Expressways shall need the permission from KMDA.

The current status of LUMRS & LUDCPs is noted below:

Out of 115 notification for LUMR published under Sec. 29 (I), 93 have been adopted under Sec. 29(5)

LUDCPs for Howrah MC, KMC and municipalities lying on both the banks of river Hooghly ( except Bidhannagar, Kalyani and certain portion of Rajpur- Sonarpur municipalities) have been published and adopted u/s 38.

LUDCP for eastern fringe of Kolkata submitted to the State Government for approval u/s 37(2)

LUDCP for Kalyani Municipality submitted to the state Government u/s 36(I)
