The prolonged experience of KMDA in
dealing with the development needs of slum-dwellers had pointed to the
necessity of designing a comprehensive and integrated development project
that would be sensitive to the needs and aspirations of the slum-dwellers
and at the same time be sustainable. The Kolkata Slum Improvement
Programme (CSIP) is an initiative in that direction, in consultation
with the Urban Poverty Office of the DFID (formerly ODA) of the
Government of United Kingdom. The programme is also funded by the
latter. A notable feature is that flexibility in design is allowed
throughout implementation.
Project
Objectives
- Improvement of unhygenic
environment of slums through sanitisation model of infrastructure
- Provision of primary health care
services at the door steps of the slum dwellers including family welfare
and nutrition programmes.
- Upliftment of aconomic condition
of slumdwellers through income generation programme.
- Mobilisation of community for
community management role .
- Capacity building of community and
project functionaries.
- Linkage of slums with the city
network system for better access to education, urban services and income
generation activities.

KOLKATA
SLUM IMPROVEMENT PROGRAMME - 1C (CSIP-IC)
Consequent
upon successful completion of CSIP Phase -1 (a) & 1(b) in
March’98 at a cost of Rs 46.30 crore, covering a slum population
of 2.88 lakh in 15 wards of Kolkata Municipal Corporation with the
financial assistance provided by DFID, Government of U.K., the
project was extended under CSIP-IC to the slums in the
municipalities of Titagarh and Barrackpore from the balance of
funds outstanding from phase-1(a) & 1(b). The project was also
designed to serve as a bridging project for supporting the
development of a possible Kolkata Urban Services for the Poor
Programme proposed to be funded by DFID. The main goal of
CSIP - IC is to enhance well-being of slum-dwellers through
sustained improvements in environmental conditions and increased
access to social and economic opportunities.
